My constant efforts to fish out the real information from the Government has yielded some results. My RTI application No. AP/GO/HYD/ 813794 dated 15-04-2012 fished out this G.O. No.813 regarding Prison reforms. Our politicians have resigned to fact that CBI will catch up to them some day. So, they have now decided to make their stay at the prison as comfortable as ever.

ORDER:
1.
The
Director General and Inspector General of Prisons and Correctional Services,
A.P. Hyderabad, in the reference 5th read above, has stated that existing Central-Jail
which is located in 100 Acres at Charapalli, Hyderabad, has reached saturation
in occupancy, specifically occupied by high profile prisoners including
Ministers, Businessmen and leaders of political parties. In view of the same,
it is decided to develop the Central Prison located at Visakhapatnam to a High
Security VIP jail and subsequently shift all high profile prisoners from Cherlapalli
prison to Visakhapatnam prison. Reference 1st read above. This necessity is in
view of constant complaints from the prisoners of human rights violation as all
the VIP prisoners are used to luxurious lives outside.
These
changes were sanctioned to develop the Central prison Visakhapatnam, vide G.O.
Ms. No. 813(A), Home (Prisons.B) Department, dated 01-02-2009 and G.O. Ms. No. 813(B-1),
Home (Prisons. A) Department, dated 30-04-2011.
2.
The
Director General and Inspector General of Prisons and Correctional Services,
A.P. Hyderabad, in the reference 5th read above, has stated that the Central
prison, Visakhapatnam shall have a separate enclosure for VIP prisoners. A
separate building was sanctioned to be built at an estimated cost of 174
crores. This was sanctioned; vide G.O. Ms. No. 83, Home (Prisons. B)
Department, dated 01-05-2012
3.
The
Director General and Inspector General of Prisons and Correctional Services,
A.P. Hyderabad, has stated that the new District Jail along with quarters in an
area of 26.00 Acres at Mudasaralova(Village) of Visakhapatnam was taken up
under the scheme of Perspective Plan on Prison Reforms and it is nearing
completion. Government have issued orders, in the Reference 2nd read above,
notifying the New VIP Prison constructed, and de-notified the existing Central
Prison, Visakhapatnam in the reference 4th read above. The Central prison,
Visakhapatnam was re-notified as VIP Prison, Visakhapatnam, in the reference
3rd read above.
4.
The
Director General and Inspector General of Prisons and Correctional Services,
A.P. Hyderabad, in the reference 5th read above, and the Government, after careful examination
hereby sanction the following facilities as Annexure-I appended to this order
to VIP prison, Visakhapatnam and the same are:
a. 32
A.C. suites with all modern gadgetry, attached kitchen and servant quarters.
b. Common Kitchen with international
standards and sub-let to a 5 star hotel.
c. Swimming pool
d. Modern Gymnasium
e. Walking track with granite flooring.
f. A well stocked bar and dancing girls
from Peddapuram.
g. All telecom companies have been
instructed to construct their respective towers for easy communication for the
VIP prisoners.
h. 2 sniffer dogs have been sanctioned to
taste the food before serving to the VIP prisoners.
i. Modern tele-conference facilities for
the VIPs to address the electorate from their prisons.
j. To ensure human rights for the
prisoners, free legal aid and medical facilities to be provided 24x7.
k. To start a blogging website, wherein
all the prisoners are given one dedicated page. Due to the level of interest
the media and the public have on the VIP prisoners, advertisement revenue is
expected to be large as Swiss Bank has already shown interest in advertising in
every prisoner’s page.
6.
The
Director General and Inspector General of Prisons and Correctional Services,
A.P. Hyderabad, is requested to take necessary action in the matter.
7.
The
order issues with the concurrence of Finance (SMPC) Department vide their U.O.
No 36729-B/1211/A2/SMPC/2012, dated 20-05-2012 and Finance (W&M)
Department, vide their U.O.No.11266/438/A2/W&M/2012, dated 24-05-2012.
